The global AI innovation process is presently rapidly shifting from basic software adoption to deep industrial integration, focusing on resilience, cross-sector transformation and sustainability. AI models would become a vital catalyst for innovation, i.e. by driving profound changes in political economies social evolution. The global community wishes to harness the AI’s transformative power and shift from the original algorithms to the AI’s capacity in solving global challenges and unlocking new opportunities.
Background
The digital innovation technologies, including the AI models, will strengthen long-term growth and development across national economies around the world, but only when deployed in a secure and reliable manner. Realizing the digital benefits will require national/regional policies that would “intentionally promote innovation” throughout the technology development lifecycle, successful AI models’ adoption, first of all, across public services and governing actions to equip peoples with the skills needed to understand and use new emerging AI technologies.
Such policies can be supported by sector-specific, risk-based approaches to the deployment of technology where appropriate, taking into account national circumstances and different levels of development, consistent with applicable legal frameworks, and with respect for fundamental freedoms. The G20 “innovation meeting” has called on the member states to develop the national innovation policies in the governance of emerging AI technologies adequate to present challenges, while preserving national sovereignty and allowing engagement in the international discussions.
Key global AI-innovation hubs presently include the following centers: the US San Francisco Bay Area, King’s Cross in London, the UK; digital centers in Paris, Toronto, Montreal and Singapore. These leading global digital research-system-drivers combine top-tier talent, public-academic funding, flexible regulations and long-term capital to accelerate commercial success. However, on the market scale, the US and China dominate, while the UK represents the third-largest AI market globally, valued at roughly £72 billion.

WEF’s approach
As artificial intelligence continues to evolve at a remarkable pace, its integration into industries and society promises unprecedented transformation. Yet, as highlighted in the World Economic Forum’s AI Governance Alliance report series, Industries in the Intelligent Age, this rapid evolution also presents significant challenges that require a thoughtful, multi-stakeholder approach. The World Economic Forum, WEF has made the following predictions in 2025:
= Generative and agentic AIs are set to revolutionize industries by automating tasks, enhancing decision-making and enabling hyper-personalized solutions; however, adoption remains uneven.
= Scalable and responsible AI-integration depends on fostering collaborative systems, building trust and prioritizing workforce reskilling and cybersecurity.
= AI’s transformative potential offers groundbreaking solutions in healthcare, sustainability and global connectivity; however, realizing these potential priorities require strategic investments.
The WEF’s vision on present global AI’s adoption process rotates around the following features: = the “common” AI technologies (e.g. GenAI and agentic AI) are poised to redefine industries by automating tasks, enhancing decision-making and delivering hyper-personalized experiences. But only about five percent of US companies currently use AI in their products, highlighting the slow transition from experimentation to enterprise-level integration.
= barriers to the AI adoption include cultural hesitations and operational challenges: hence, concerns about the future of jobs can limit collaboration but also highlight the need for fair access to opportunities and reskilling. Additionally, data shortages, high energy consumption and high costs of training large models intensify the complexity.
= despite these challenges, some companies are leading the way with the anticipated emergence of the so-called “agentic-AI” systems, which are set to accelerate AI adoption by enabling the autonomous execution of complex tasks.

Global “pro-innovation” policy frameworks
Recent G20 digital ministers’ meeting noted in the final declaration, that innovations have constantly represented a “defining driver of prosperity and transformational development”. Therefore. the G20 affirmed that the so-called emerging technology policy frameworks should promote human-centric innovation while accelerating scientific and technological advancement and enabling the broad and trustworthy adoption of these technologies necessary to maximize peoples’ benefits.
Therefore, some already “outdated and/or inflexible regulatory approaches” are able “unintentionally restrict innovation”; but well-designed, proportionate and adaptable pro-innovation approaches in policy and governance can encourage innovation and support the adoption of AI technologies across socio-economic sectors.
To unlock the full benefits of such digital and AI technologies in political economy, the national governments have to design policy frameworks specifically aimed at promoting innovation and support secure and trustworthy AI development and human-centric adoption. Existing “mature examples” of such policy’s frameworks have shown the policy principles mapping.
The G20 ministers “have drawn lessons from how mature technologies evolved under past policy frameworks” in the science and technology’s development lifecycle: i.e. from foundational research and early-stage development through commercialization and deployment. Such robust policy principles, implemented in a flexible manner, can provide a foundation for the development of adaptable policy frameworks designed to maximize the benefits of current and future technologies, while protecting peoples from possible risks.

Carolina digital principles
The G20 members gathered in US North Carolina, also adopted the so-called Carolina principles for emerging technologies enabling the states to effectively promote innovation and unlock the AI benefits with the aim of driving productivity growth and strengthen national competitiveness. The “Carolina principles” include three basic elements:
1. Advancing discovery and strengthening technology development by investing in foundational research to unlock breakthroughs, catalyzing private investment and entrepreneurship, removing bottlenecks that delay research and development, and strengthening domestic technological capabilities.
2. Accelerating digital commercialization by promoting secure real-world testing and validation and strengthening pathways from development to market; and
3. Enabling technology adoption by applying existing sector-specific regulatory approaches to govern the use of emerging technologies where appropriate, focusing any new regulation on novel technology considerations that existing frameworks cannot address, and supporting flexible policymaking practices.
The EII’s opinion
We would like to attract the readers’ attention to two vital AI-innovation aspects:
= First, progressive AI’s evolution will include a strategic and balanced approach, both from the global community (through G7 and G20, as well as other international organisations) and the individual regions and states, concentrated on such vital premises as amplifying the AIs benefits and mitigating involving risks. Ultimate success in the AI’s full transformative potential would probably rest on such fundamental aspects as fostering collaborative digital systems, embedded ethical policies and prioritizing social well-being, to name a few. Various organizations at the forefront of this movement have the opportunity to lead by example, demonstrating how AI can drive innovation while addressing global challenges. For example, the AI Transformation of Industries initiative, part of the Forum’s AI Governance Alliance, offers a trusted, neutral platform to guide this journey. The “Transformation of Industries” most prominently refers to major global multi-stakeholder programs—such as the Circular Transformation of Industries and the AI Transformation of Industries driven by the World Economic Forum—designed to shift traditional manufacturing, supply chains and business models toward sustainable, technology-integrated and resilient systems. With a focus on scalable, impactful and ethical AI integration, it equips leaders with the tools and insights needed to navigate the complexities of AI adoption.
By participating in this initiative, global leaders can help shape a future where AI serves as a powerful force for positive change – advancing industries, enriching societies and fostering sustainable progress to ensure that AI models are driving inclusive, ethical and transformative future.

= Second, the so-called slowing-down the AI models. Among recent “transitional actions”, the three major global digital providers voiced an initiative (Open AI, Anthropic and xAI Grok), which deserves specific attention. This “joint initiative” centers on a world-wide public alignment to “slow down the rapid development of frontier AI models”. Initiated by Anthropic CEO Dario Amodei in his September 2026 essay “We Must Pace the Frontier,” he said that the proposal was based on the presumption that the AI’s capabilities were advancing faster than researchers’ ability to safely audit and control them. Then, in an unusual “unity of the digital industry’s consensus”, OpenAI CEO Sam Altman and xAI founder Elon Musk publicly backed the initiative, agreeing that leading “digital labs” must “pace the frontier” to give the wider society and digital safety protocols time to adapt.

= Third-party evaluation: the initiative pushes for embedding independent, third-party evaluators who are granted the same system access as internal staff to track safety practices and report critical incidents.
= Industry standards body: parallel to this public agreement, Anthropic, OpenAI and Google have been in active discussions to form a so-called “shared AI industry standards body”. Modeled after financial regulatory frameworks, this body would evaluate advanced models prior to public release.
However, some strategic challenges have already appeared: despite the shared public sentiment both in the US and around the world, the “digital slow-down initiative” has been facing significant headwinds. For example, some US politicians expressed concerns that enforcing domestic “digital speed” would limit the AI progressive deployment, which could inadvertently allow some geopolitical competitors, such as China, to seize the technological advantage.
Additionally, smaller AI firms have criticized the “initiative’s coordination” as a potential “cartel” attempt by dominant providers to lock out open-source and mid-tier competition.

As the World Economic Forum notes, the global digital gurus’ approach to Amodei’s ‘pacing the frontier’ proposal marks a “notable moment of industry consensus”. But the global community “should not be mistaken for resolved risks”: still, recursive self-improvement and autonomous AI agents present genuine dangers. The one-sided initiative (i.e. from the US) can definitely restraint risks, but at the same time, could transfer strategic digital advantages in other parts of the world. Hence, “the harder question” is whether democratic governments “can institutionalize oversight strong enough” to render the idea of “pacing the frontier AIs” credible and enforceable, rather than just having a symbolic effect.
